Rendre à « la Maison de robespierre » sa vocation historique.

Propositions concrètes

Considérations générales.
L’ARBR ne revendique pas pour elle-même la « Maison de Robespierre ».
Néanmoins, elle souhaite fortement que celle-ci demeure dans le patrimoine de la municipalité et soit rendue à sa vocation que son histoire lui a construite.
Robespierre est un citoyen arrageois célèbre dans le monde entier. Il y a habité avec sa sœur pendant deux années et comme le dit si bien une petite note contenue dans l’ouvrage de l’ASSEMCA « Vivre noblement à Arras et en Artois au XVIII° siècle, » son locataire « avocat au Conseil d’Artois depuis 1781 n’avait aucune fortune en 1789 » et ses maigres biens disparurent après sa mort. Nombreux sont les touristes ou les chercheurs en histoire qui s’étonnent de n’y trouver rien qui évoque sa vie sinon une plaque offerte par la « Société des Études Robespierristes ».
Aussi l’ARBR propose que cette maison soit dédiée à un musée (espace muséographique délocalisé de la bibliothèque municipale ou du Musée) centre de recherches et de documentation sur la révolution française dans l’Artois et plus largement le département.
Ce lieu serait ouvert à tout public intéressé à l’histoire et à la recherche de ses traces locales .
Ainsi répondrait-on à plusieurs objectifs :

• Attirer et répondre aux attentes du public arrageois
• Attirer le public collégien, lycéen et étudiant
• Aider à la recherche historique
• Attirer et répondre aux attentes des nombreux touristes qui s’interrogent sur la vie de notre révolutionnaire

La gestion

1. Rédaction d’une convention de « mise à disposition ».
   L’ARBR met à disposition sa bibliothèque, son patrimoine iconographique, ses archives, son site.
   L’ARBR apporte son expertise en matière historique et d’animation.
   L’ARBR apporte la contribution des ses réseaux de relations associatives : correspondants universitaires, chercheurs internationaux, ses liens avec le Musée Carnavalet, les sociétés et les instituts de recherche universitaires concernés par l’histoire de la révolution française._
2. Définir un programme général d’animation pluriannuel (quinquennal) :Définir un thème de travail et de recherche . Décliner les activités :
   - accueil du public
   - Visites guidées
   - Recherche locale
   - Conférences et expositions ou colloques
   - Manifestations mutli-média
   1. Créer des partenariats locaux et mis en réseau
      - Le réseau des bibliothèques et le musée
      - Les archives départementales
      - l’Office culturel
      - les universités d’Artois et de Lille 3_
   2. Modalités de fonctionnement :
      Un double niveau. Nécessité sans doute de créer une nouvelle entité associative.
      1. Le Conseil scientifique :
         Il émet un avis sur le programme pluriannuel et la déclinaison de ses activités .
         Il apporte une caution universitaire et scientifique à celui-ci.
         Il évalue ce programme et porte un avis sur le déroulement et le résultat des activités.
         Il est composé de :
         - du président de l’ARBR ou un représentant dûment mandaté .
         - de représentants universitaires de l’université d’Artois et de Lille 3
         - du conservateur de la bibliothèque d’Arras et celui des Archives départementales.
         - d’un représentant de la Société des Études Robespierristes .
         Il se réunit annuellement sur convocation de son secrétaire et entend le rapport sur les activités présenté par le président du Comité de pilotage_
      2. Le Comité de pilotage .
         Il est chargé mettre en œuvre le programme de travail qu’il a construit et soumis à l’avis du conseil scientifique. Il en prépare et exécute le budget.
         Il en définit les modalités d’évaluation.
         Il se réunit autant que de besoin sur convocation de son président.
         Il est placé sous la présidence du Maire ou de son représentant. Le Président de l’ARBR en est le vice-président.
         Il est composé principalement de :
         - 5 membres de l’ARBR dont obligatoirement son secrétaire.
         - 2 représentants de la municipalité (culture et/ou patrimoine)
         - un cadre bibliothécaire .
         - le président de l’Office culturel (l’ARBR est membre de l’Office culturel)

Réapitulatif :

4. un comité scientifique : nous disposons de relations suffisamment nombreuses à l’université pour garantir le renom international du projet.

Concrete proposals

General considerations :

ARBR does not claim « Robespierre’s House » for itself.

• Nevertheless, it strongly wishes that it remains in the heritage of the municipality and is returned to the vocation its history created for it.

• Robespierre is a world-famous Arras citizen. He lived there with his sister for two years and, as is said so well in a small note in the ASSEMCA work, « Vivre noblement à Arras et en Artois au XVIII° siècle », its tenant, “an advocate at the Council of Artois since 1781, had no fortune in 1789”, and his meagre possessions disappeared after his death. Many tourists or historical researchers are surprised to find nothing that evokes his life except a plaque given by the Société des Études Robespierristes.

• ARBR also proposes that this house be dedicated to a museum (museum space relocated from the municipal library or the Museum), research and documentation centre on the French Revolution in Artois and more broadly the department.
  This place would be open to any member of the public interested in history and researching local evidence.
  Thus, several objectives would be met :
• Attracting and meeting the Arras public’s expectations
• Attracting college, high school and student audiences
• Helping with historical research
• Attracting and meeting the expectations of the many tourists interested in the life of our revolutionary

Management

1. Drafting an « availability » agreement.
   ARBR provides its library, pictorial heritage, archives and its site.
   ARBR brings its historical and interpretative expertise.
   ARBR brings the contribution of its networks of links : university correspondents, international researchers, its links with the Carnavalet Museum, societies and university research institutes involved in the history of the French revolution.
2. Define a general multi-year (five-year) interpretation programme : Define a work and research theme. Define activities :
   - Public access
   - Guided tours
   - Local research
   - Conferences and exhibitions or colloquia
   - Multi-media events
   1. Create local and networked partnerships :
      - Network of libraries and the museum
      - The Departmental Archives
      - The Cultural Office
      - The Universities of Artois and Lille 3
   2. Modes of operation :
      _ Two-tier. Probably needs to create a new associative entity.
      1. The Scientific Council :
         Advises on the multiannual programme and the breakdown of its activities.
         It is an academic and scientific guarantor.
         It evaluates the programme and advises on the progress and outcome of activities.
         It is composed of :
         - the President of ARBR or a duly authorised representative.
         - university representatives from the University of Artois and Lille 3
         - the curators of Arras Library and of the Departmental Archives.
         - A representative of the Société des Études Robespierristes.
         It meets annually when convened by its secretary and hears the report on activities presented by the chairman of the Steering Group.
      2. The Steering Group :
         It is responsible for implementing the work programme it has drawn up and submitted to the Scientific Council for advice. It prepares and implements the budget.
         It defines the evaluation methods.
         It meets as often as necessary when convened by its chairman.
         It is under the presidency of the Mayor or his representative. The President of ARBR is the Vice-President.
         It is mainly composed of :
         - 5 members of ARBR, including its secretary.
         - 2 representatives of the municipality (culture and/or heritage)
         - a team from the library
         - the President of the Cultural Office (ARBR is a member of the Cultural Office)

Summary :

1. a new associative body to be created
2. an agreement to be drafted (between ARBR and legal services)

4. a scientific committee : we have enough contacts at the university to guarantee the international reputation of the project.
